Man,
The amount of time it takes to put together a major baddie for D&D (like, say, an ancient gargantuan blue dragon) is just ridiculous.
Now, sure, it's all one big monster, but any decent adventure will have a few baddies who all need a work up and collectively they'll be just as much work if not more so. Stat-block baddies aren't nearly as bad (you've got a stat block and stuff), but if it doesn't come from a can, be prepared to do a lot of preparation.
