My first thought was also Snoopy. Dogbert is a lot of talk, and seems good at getting people to do things or put them down, but Snoopy doesn't bother with the mental games. He does his thing, which may or may not make sense, which can be bewildering to his opponents. I think theirs would be a battle of attrition, and therefore Snoopy would win because he's pretty content with life and his role in it. Dogbert would eventually throw up his hands in defeat and wander back to an office setting.
