Should anotherjen despair, either in public or private, about her ability to pull things together and get shit done, she is to be (gently) whacked upside the head.

If asked why this was done, citizens should respond by saying "Tom says you've done some really fabulous stuff that most people are too timid to even contemplate let alone successfully pull off so don't fret".
