Even the explanation needs an explanation

Hi,

So I got my "here's a list of the ballot questions and what they mean" packet in the mail. Two out of three are pretty easy for me to figure out, but I can't understand Question 2.

In short, a Yes vote on Question 2 would repeal a housing law called Chapter 40B which has something to do with affordable housing. The details of this are kinda vague. Does anyone have a concise summary of what the existing law does and what would happen if it were repealed?
