No, they compare other systems to Earth as it is today in real life:
Tech -1 (atomic energy)
Environment 0 (one habitable planet, a couple of hostile planets)
Resources 1 (Rich, lots of metals/minerals/gas giants/etc.)
In the game fiction, Earth is long-lost, but to help you get a sense of the numbers they place Earth of today at those values.
