It would probably make more sense to have them staggered, so they all just go in a lump.

Actually, there's probably a few "odd-term" senators. If a guy's statue gets destroyed they have to hold a special election and the new guy is out of phase with the rest of them -- they probably extend or shorten a few terms to get them back in sync.
