Static characters do something pretty cool: it forces the focus from the metagamey bits of the game ("Ooh, I can afford UberDodge!") to the GAME. So all the players get to move their focus from how to improve their characters in the scope of the rules to improving their character in the scope of the game's universe. I understand that now.

Back in the day, I was trying to hack together an advancement system roughly based on Call of Cthulhu where at the end of a session you roll to improve all the skills that you used, but only if you FAIL an easy test. So it's hard to improve what you're really good at. Only problem was preventing newbies from streaking from Unskilled to Skill-2 in 5 sessions...
